Διορίστηκε ως Εκτελεστική Γραμματέας της Σύμβασης της Βιέννης, ΜΕ ΠΕΝΤΑΕΤΗ ΘΗΤΕΙΑ, για την προστασία της στιβάδας του όζοντος και του Πρωτοκόλλου του Μόντρεαλ για τις ουσίες που καταστρέφουν τη στιβάδα του όζοντος.

UN Secretary-General Appoints New Leadership for Ozone Convention and Financial Mechanism

Due to the widespread adoption and ratification the Vienna Convention and its Montreal Protocol, supported by the Multilateral Fund, the efforts on ozone have been widely recognised as an example for international co-operation in addressing global environmental challenges.

Nairobi, 06 September 2013 - The United Nations Secretary-General Ban Ki-Moon has made new senior appointments to head the Secretariats that support the phasing out of ozone-depleting substances.
Following an international selection process, Ms. Tina Birbili was announced as the new Executive Secretary to the Vienna Convention for the Protection of the Ozone Layer and its Montreal Protocol on Substances that Deplete the Ozone Layer, and Mr. Eduardo Ganem as the Chief Officer of the Multilateral Fund for the Implementation of the Montreal Protocol.
"The Secretary-General's appointments of Ms. Birbili and Mr. Ganem come at an exciting time for international action for the protection of the ozone layer," said Achim Steiner, UN Under-Secretary-General and Executive Director of UNEP.
"The Vienna Convention/Montreal Protocol and the Multilateral Fund represent a shining example of how science, technology, finance and global consensus can combine to produce real breakthroughs for our planet. Indeed, the great success of these international instruments has raised expectations of their future role in supporting global environmental cooperation. We warmly welcome the appointment of Ms. Birbili and Mr. Ganem as professionals with both the expertise and experience to lead their respective Secretariats."
With 197 parties, the Vienna Convention and its Montreal Protocol are the most widely ratified treaties in UN history, and have to date, enabled reductions of over 98 per cent of all global consumption of controlled ozone-depleting substances.
Indications are that atmospheric levels of key ozone-depleting substances are falling, and it is believed that with the full implementation of the Protocol, the ozone layer should return to pre-1980 levels between 2050 and 2075.
The Multilateral Fund for the Implementation of the Montreal Protocol was established in 1991 to support countries in implementing efforts to phase out ozone-depleting substances under the Montreal Protocol. The Fund has to date approved activities including industrial conversions, technical assistance, training and capacity building worth over US$3 billion.

The Secretariats of the Vienna Convention/Montreal Protocol and the Multilateral Fund are hosted by the United Nations Environment Programme (UNEP).
Tina Birbili - Executive Secretary
Ms. Tina Birbili, a Greek national and former Minister of Environment, Energy and Climate Change, recently completed her assignment as Ambassador of Greece to the Organisation for Economic Cooperation and Development (OECD) in Paris. Throughout her career, which included assignments with the Athens Development Agency, the Open University of Greece and the Ministry of Foreign Affairs in different capacities, Ms. Birbili has been engaged in substantive issues related to environment and sustainable development. During her tenure at the Ministry of Foreign Affairs initially as Special Advisor, Counsellor and most recently as Ambassador, she represented Greece in a broad spectrum of international governance and policy related processes. These include the World Summit on Sustainable Development, Pan-European meetings and Greece's participation in international environment-related conventions.
Ms. Birbili's academic qualifications include a Bachelor of Science in Physics, a Master of Science in Environmental Technology and a Ph.D in Environmental Management and Economics, which she was awarded with distinction at the Imperial College of Science, Technology and Medicine, London.
Eduardo Ganem - Chief Officer
Mr. Eduardo Ganem, a Mexican national, is the current Deputy Chief Officer of the Montreal Fund. Mr. Ganem has served the Multilateral Fund Secretariat in different capacities since 1991. He brings to his new position extensive, first-hand experience in policy development, project management, particularly in the phasing out of ozone-depleting substances. Mr. Ganem's professional experience began over 30 years ago developing environmental impact studies in various regions of Mexico. His experience with an international organization commenced in 1986 as a consultant for UNEP's Latin America and Caribbean region and later as a consultant for UNEP's Industry and Environment Office.
Mr. Ganem's academic qualifications include a degree in Environmental Engineering from the Universidad Autonoma Metropolitana in Mexico City, and a Master of Science in Engineering from the University of Texas at Austin, specializing in environmental protection and control, and water and waste treatment.
Mr. Steiner also highlighted the dedicated service and outstanding contributions of both Mr. Marco Gonzalez (Executive Secretary) and Ms. Maria Nolan (Chief Officer) in leading their respective Secretariats during their tenure. Mr. Gonzalez retires at the end of October 2013 and Ms. Nolan at the end of September 2013.
